Indicative activities:
2.4.1 As preliminary step, the guidelines describing how annual control plan for animal origin food and feed shall be drafted will be prepared. This guarantees the long term sustainability as ARD will be able to prepare the plan also when the project will be finished;

STEs have presented to the ARD the European Regulations about annual control plan and proceeded with an
assessment of the existing annual control plan in Lebanon.
STEs have submitted a need assessment report on the official control activity of the Lebanese veterinary
services.

The experts have prepared a draft version of the guidelines describing the annual control plan for food of
animal origin and feed of the Lebanese veterinary services (MoA – ARD). The draft version of guidelines has been
presented to the beneficiaries, head of services and departments, to share contents, criteria, activities as
well as the needs of information and data to draft the first ARD annual control plan.
2.4.2 Draft the annual control plan for animal origin food and feed in cooperation with beneficiaries. The document shall include the following areas: (i) list of operators to be controlled; (ii) type of controls to be performed; (iii) calculation of time and necessary human resources to implement the plan; (iv) responsible institution involved; (v) the documentation to be used for the controls and reporting; (vi) the criteria for the risk based assessment of the operators for the prioritization of official control.

Mission 03 - 03 September 2019 – 05 September 2019

The STEs have met the working group in charge of drafting the ARD Annual Control Plan to discuss a specific model
of the ARD Annual Control Plan according to the current control system of food safety and animal health put in
place by ARD. Control activities for food safety and animal health currently cover the most part of critical
points of food production chain, including imports. They needs to be harmonized and summarized in a specific
guidance document on the ARD control system (NCP).

Mission 04 - 23 September 2019 –27 September 2019
STEs: Dr Luigi IANNETTI - Dr. Giuseppe DIEGOLI

The STEs visited farms, a slaughterhouse and processing plant in order to evaluate the implementation of controls
at the peripheral level in the poultry meat and laying hens sectors.
The first draft of the NCP was already delivered by the experts and awaiting revision from ARD relevant team in
addition to the amendment in the outcomes of the Result 2.5.
