Key Expert of Component 3 - Dr. Barbara ALESSANDRINI with Dr. Ali Saade head of ARD - Saida (regional
Support to the Ministry of Agriculture is required in terms of increasing the visibility about the activities
carried out by the Ministry in protecting consumer's health, animal health by drafting policies, preparing and
enforcing the legislation on animal health, food and feed safety. Consumers shall be informed and aware about the
legislative requirements, type and outcomes of the controls carried out by the Inspectors belonging to this
ministry and all the risks associated to the consumption of certain type of food. Specific result of this
component is therefore to increase the capacity of communicating by increasing the frequency of communications
and the type of information made available to the public via different communication channels.
The activities listed below are indicative. They will be revised/ updated/ confirmed during the preparation of
the initial work plan and its quarterly update.
3.1.1 Assess the current communication channels used by MoA-ARD to reach food and feed operators and final
consumers, prepare a gap analysis and proposed solutions to increase the effectiveness of communication;

The Expert assessed the current communication channels used by MoA-ARD to reach food and feed operators
final consumers, and prepared a draft gap analysis to propose solutions in order to increase the
effectivenes of communication.
During the two assessment missions, the STE mapped and analyzed Stakeholders and identified the major
trying to make an overview of different perspectives, to share their experiences on communication, to
their confidence and trust, collaboration, networking, mutual understanding. The expert assessed the
possibilities to activate synergies and links between organizations, to maximize the efforts and optimize
resources; the STE also checked the opportunities to align communication policies with societal needs and
expectations to obtain a wider dissemination of messages, understand if there was room for scalable and
sustainable initiatives, with the purpose to manage the risk of arising conflicts.
3.1.2 Design a communication campaign to inform about animal health, feed safety and food safety issues. The
campaign shall include development of leaflets and other informative material and the upgrading of the MoA-ARD
